Government computer systems are mostly 1970s and 1980s relics.

The people who built them are feeding pigeons or long in the grave.

These systems run some of the most critical applications in the Federal Government.

In order to rewrite a computer system, it takes a year to understand everything it does, all the interfaces with other systems, dependencies, who uses it - and much more.

Many of these systems have no detailed user manuals as to what each system does.

Those systems were modified a thousand times, probably many more, over the years and it is likely nobody wrote down the steps in the added code.
